A message from someone you don't follow goes to Requests, not your inbox. They can send one message until you accept.
Open Requests in Messages and open the conversation. Choose Accept to start talking, or Decline. They don't see that you've read it unless you accept, and declining is private.
You can also Block or Report them from the same place.
Go to Settings › Privacy and pick one:
